Added locale data:
lt_LT Lithuanian for Lithuania
lv_LV Latvian for Latvia
uk_UA Ukrainian for Ukraine
Data isn't 100% yet (see issues i3914, i6165, i12938), especially
uk_UA needed more input from Ukrainian users but there wasn't any.
