Тут невооруженным взглядом видно, что файл создан копированием из 
браузера. Скопированная страница была сверстана таблицами, поэтому там 
куча вложенных талиц. Скопировано было, скорее всего, из IE, который 
имеет "свое" представление об объектной модели документа. Хотя не 
исключено, что Windows Clipboard имеет такое же представление.

Графика тут вряд ли мешает, скорее всего просто вложенные таблицы с 
разрывом ячейки между страницами.
