ru_RU/hyph_ru_RU.dic is missing any license and copyright information; it is
not clear if this file can be distributed. Please add a README with this
information and how the file was created (derived work from a LPPL'd file?)

Словарь переносов hyph_ru_RU.dic не имеет информации о лицензии и правах. 
Поэтому, в частности, он не включен в Debian:

If Issue 74272 was cared about (note when it was filed) I can create
a openoffice.org-hyphenation-ru...
I am turning this bug into a request for this package, but it won't happen
until the above license problem is fixed.
